background-color: rgb(255, 255, 255); -webkit-text-stroke-width: 0px;\">\u003Cfont size=\"1\" style=\"margin: 0px; padding: 0px; border: currentColor; font-size: 14pt;\">      最后，由工信部通信发展司陈家春副司长进行总结发言。陈司长表示，向民间资本开放移动通信转售业务，是工信部落实党中央国务院关于鼓励和引导民间投资政策 的重大举措。经历一年多的实验，政府主管部门携同基础电信运营企业、移动通信转售企业克服了技术标准，系统对接、码号配置、互联互通等一系列问题。数据显 示，目前移动通信转售业务总用户数达542万户。试点工作进展顺利，试点企业充分发挥各自业务优势，推出语音流量不清零、多人共享套餐、个性化定制套餐、 语音流量互转等新模式，反向激励基础电信企业实行创新服务。虽然取得了不俗的进展，但行业中也出现了一些问题，如用户反映较多的“实名制”、“黑卡”、服 务质量等问题，此次活动意义重大，希望企业通过行业自律，倡导诚信经营，在行业发展初期建立起积极健康的行业环境，保障移动通信转售业务更好更快的发展！\u003C/font>\u003C/p>\r\n    \u003C/div>\r\n\u003C/div>\r\n\r\n        \u003C/div>\r\n    \u003C/div>\r\n    \u003C!-- 页尾 -->",1783922427967]
